Lalit Modi's confident Twitter that he would chair the IPL Governing Council meeting on the 26th April morning was crushed under a final act from the BCCI which was to issue a showcause notice to the IPL Chairman and Commissioner over financial impropriety and then, suspend him, effectingly booting him out of the cricket board.

The BCCI certainly did not want Lalit Modi at the meeting after the latter had his reasons for initially not wanting to attend to it.
Even as the Chennai Super Kings were establishing themselves as the champions of the IPL 3 over the Mumbai Indians, Lalit Modi was sent a late email and showcause notice, one that also stated that he had been suspending but really the BCCI washing their hands of their association with him.
