The franchisee owners certainly came with their list of demands. One of them was about increasing the salary caps while retaining the "glamour quotient".

Vijay Mallya was one amongst the many franchisees who was in favour of the salary caps on the players auctions be increased. The request is to increase the present cap from $7 million to $9 million dollars.
The other thing that the owner of the Royal Challengers Bangalore wanted was for the IPL 4 to retain IPL's "glamour quotient". While it was not spelt out, it was obvious that the attempt was at ensuring those entertainment activities surrounding the IPL such as the IPL parties be continued with.
The BCCI, however, has told Mallya in no uncertain terms that the franchisees should concern themselves with matters concerning them and leave the running of the IPL to the BCCI.
