Wary of the growing concerns over the IPL hindering the ICC and the game of cricket and its Future Tours Programme, the IPL governing council has reiterated the need for a NOC and also, for doing away with the middleman.

International cricketers who participate in the IPL will be required to furnish a No Objection Certificate from their respective board for a period of two years to be eligible to play in the IPL. But this is not a new rule. This is the IPL confirming that it is following this policy, going into the IPL 3 season.
This is a move to ensure that players are not retiring prematurely or escaping their national duties in lieu of the Twenty20 league. This rule would also apply to those cricketers who have retired.
Taking cognizance of the fact that the ICC is looking into match fixing possibilities around the world and also of the presence of agents promising cricketer a role in the IPL, the IPL has urged the franchisees to produce their list of registered cricketers by August 25th only via direct signings between players and franchisees, not deals brokered through agents. With the ex-ICL players coming into the picture, the IPL wants a righter rein on things.
