This was on expected lines. The former Australian Prime Minister did not get approval from either the Asian or African members of the International Cricket Council.

As Sharad Pawar takes over the role of the ICC President, he will be without a Vice President immediately as John Howard's nomination put forth by the Australian and New Zealand cricket boards jointly has been rejected on account of opposition from Asian and African members.
The ICC issued a press release, "Following lengthy consideration, it was recognised that the nomination put forward by Cricket Australia and New Zealand Cricket did not have sufficient support within the ICC board. No vote was taken."
Howard's tenure in the Australian government did not endear him to Zimbabwe during Robert Mugabe's regime and South Africa decided to stick by their African neighbours. The Asian nations did not throw their weight behind, one of the reasons being Howard's labelling of Sri Lanka's off spinner, Muttiah Muralitharan, as a chucker. Pakistan were more than happy to tow India's line.
The Australian and New Zealand Cricket boards will now renominate a candidate before the 31st of August and will probably be New Zealand's Sir John Anderson who originally lost the vote to Howard.
As things stand, the ICC Vice President will succeed Pawar as the ICC President in two years' time.
