Kevin Pietersen has been left out of the England team. Does that mean he is available for the Champions League Twenty20?

Pietersen's Achilles heel surgery has ruled him out of the Twenty20 and ODI series against Australia and the ICC Champions Trophy in South Africa.
However, his IPL team, Royal Challengers Bangalore (RCB), the team he captained for six matches before Anil Kumble took over, has qualified for the Champions League Twenty20 in October and there is a possibility KP may just board the plane to India? But would this please the ECB?
