In a rare situation where the ICL players are celebrating, the IPL affiliated players are bound by their government from taking part in the IPL extravaganza.

The Pakistan government has issued a directive against Pakistan players to travel to India for the IPL auctions as well as for the second season for the IPL. Stating the insecure conditions and fragile relations between the two nations, the players are now being forced to reconcile themselves to follow the government directive.
In what appears to be a case for tit for tat, India’s refusal to tour Pakistan earlier this year may have prompted this move on the part of the PCB. Also, with growing concerns about safety of Pakistan people in India, the government has decided to enforce the pact.
It means that the five players who were slated for the IPL auctions such as Yaseer Hameed, Danesh Kaneria, Asim Kamal, Mohammad Hafeez and Yasir Arafat may now very well miss the bus while the players who have already taken part in the first IPL season such as Sohail Tanvir and Kamran Akmal for Rajasthan Royals, Umar Gul for Kolkata Knight Riders will miss out on the second season until there is a major thaw in relations.
But the question here is: who compensates whom in this scenario?
