Why Did the ICC Wait Till The Sun Made Its Report Public?

Not only have the match fixing allegations stunned the cricket world once more, but also, the ICC baffles by staying mum until a third party brings the dreadful deed to light.
The Sun claims that the ICC was informed of the illegal betting syndicate controlling the third ODI between England and Pakistan at the Oval.
With prior knowledge, if the ICC was waiting for proof, once they matched the pattern of play, they could have halted the match there itself and sent shivers down the spines of the Pakistan cricketers as well as to damage the betting.
Furthermore, the ICC chose not to disclose the matter until the Sun published its report following which, which is virtually twelve hours since the end of the third ODI, the ICC has released what appeared to be lip service of essentially what they have been stating since the spot fixing allegations first broke out.
